Still, I search for some tentative answers by looking at the degree of compliance of institutions and regulatory bodies with the guidelines, laid down by the R.K.Raghavan committee and the Supreme Court, in Campus Cruelty. R.K.Raghavan himself deplores, in this interview that implementation of his report has been half-hearted.
