Earlier this month, the Supreme Court gave a disturbing judgment in Devender Pal Singh Bhullar v. NCT, Delhi, stating in essence that “terror” convicts on death row have fewer or lesser due process rights than other death row convicts, at least when it comes to deciding clemency petitions. Last week I wrote this piece titled “Bhullar, the Bogey of Human Rights, and the Death of Due Process,” in which I critiqued the Court’s decision.
