How MPs discharge their duties

Rarely, Members of Parliament are evaluated for their work as Members of Parliament. This is not surprising, as MPs, first and foremost, are party men and women, and their role and contribution to the making of laws are given only secondary importance. No wonder, most MPs, disappointed with the limited opportunities (given by their parties) to speak and take part in the debates in Parliament, use extra parliamentary means to attract the attention of the media. Indeed, there is a need for a scholarly work (may be PRS can underake this task) on the number of private Members’ Bills introduced in Parliament, their subjects, and the time spent on the debates on these Bills. These thoughts came to me as I read two absorbing obituaries on G.M.Banatwala. They are here and here.
