The State of the Indian Judiciary: A
Report by DAKSH
is a data-driven
report which provides new perspectives on the role and performance of the
judicial system in India. The Report critically examines concerns that are key
to the functioning of the judiciary today, including accountability,
administration, and access to justice. This Report explores these concerns in
depth, through both a qualitative and a quantitative lens.
This Report is divided into four main
sections. It begins with an introduction to DAKSH’s Rule of Law Project and
highlights its work on the collation and analysis of judicial data. This is
followed by an analysis of the state of judicial administration today. The
third section contains insightful perspectives of three key players in the
judicial system. The fourth section presents the findings from DAKSH’s
first-of-its-kind Access to Justice Survey, as well as exploring the
institutional notion of access to justice.
The theme that ties the Report together is its
focus on the most prevalent problem of the Indian judiciary today, namely
pendency. Through its review, analysis, and examination of the challenges that
the judiciary faces on a daily basis, as well as the critical factors that
determine a case’s life cycle, the Report creates a robust platform from where
viable solutions for the problem of judicial delay may be envisaged.
The contributors to the Report represent
diverse backgrounds and disciplines; amongst them are a sitting High Court
judge, senior members of the Bar, academics, policy researchers, and students.

The Report will be released on Wednesday, 10
August 2016, from 6:00 PM to 8:00 PM at the Multi Purpose Hall, India
International Centre, New Delhi. The Eastern Book Company is partnering with
DAKSH to host this event.
The
release will be followed by a panel discussion on ‘The State of the Indian
Judiciary’, to be moderated by Harish B. Narasappa, co-founder of DAKSH. The
panellists are: Hon’ble Justice (Retd.) Mukul Mudgal, Mr. K. K. Venugopal, Ms.
Indira Jaising, Mr. Arvind Datar, and Dr. G. Mohan Gopal.

After
the release, the Report will be available for purchase at the venue. It will
also be available through DAKSH’s website, and the Eastern Book Company
webstore.
