RAND CORPORATION’S STUDY ON TERRORISM

Given the interest amongst us on how the Government of India ought to respond to terrorism, this study by Rand Corporation throws light on how terrorist groups end. In particular, the authors conclude that policing and intelligence, rather than military force, should form the backbone of U.S. efforts against al Qa’ida. And U.S. policymakers should end the use of the phrase “war on terrorism” since there is no battlefield solution to defeating al Qa’ida. Considering that police investigating the recent blasts in India suspect that the terrorists may have links with al Qa’ida, these suggestions may be of relevance to India.
